The 20th Western China Overseas High-tech and High Talents Conference brought together 48 enterprises with over 220 products from Bazhong, a city of Southwest China's Sichuan province.

With the theme "Gathering International Talents and Sharing Global Wisdom," the four-day conference opened in Chengdu, capital city of Sichuan, on December 10.

The Bazhong special promotional sub-conference also drew the attendance of about 120 Chinese and foreign academicians, professors, experts and scholars, contestants in the "OHTC Cup" Innovation and Entrepreneurship Competition for Global Overseas Chinese, and business executives from home and abroad in person or via video link.

During the past few years, Bazhong has implemented a talent attraction project and adopted an integrated incentive policies and mechanisms in terms of talent cultivation, attraction and utilization to attract more talents and advance its high-quality economic and social development.

As a former revolutionary base, Bazhong always attaches great importance to the work on talents. It has put the deepening of the institutional reform of talent development on top of the agenda in its reform and innovation, align its talent attraction with the policies and measures of economically developed regions in eastern China, innovated and optimized its specific policies and practices, and built it into an ideal place for talents to chase their dream and found personal business ventures.

Bazhong has provided prospective talents with bonuses and allowances, which cover their work, life, scientific research and capacity enhancement, in accordance with different categories. It has also built diverse provincial-level and municipal-level service platforms for various talents to make full use of their expertise in the workplace.

This year, Bazhong has rolled out a guidance to incorporate its leading industries, original innovation and social development into the cultivation of a group of high-caliber talents from reserve force and dramatically increased subsidy standards for leading individuals and teams in innovation and entrepreneurship. The total amount of financial assistance to an innovation and entrepreneurship team has risen to five million yuan (about $ 716,500).

Meanwhile, Bazhong has taken concrete measures to promote systematic flow of various talents between rural and urban places, different regions, governmental departments and public institutions as well as private enterprises. It has also successfully attracted 123 new talents through the creation of special posts for them in the workplace, take the lead in Sichuan in the cultivation of 469 people mastering both high-skilled and technical expertise, and organized 294 young governmental employees to conduct inspection tours in coastal areas.

Bazhong has kicked off a campaign to annually dispatch over 100 agricultural experts to help farmers better manage their crops and impart relevant knowledge and skills to them.

Bazhong has practised a one-to-one service mechanism between 32 academicians and municipal-level officials, held training sessions of high-caliber talents, built 1,506 talents apartments, made necessary adjustments of talents in the workplace, established strategic cooperation relations with over 20 universities and research institutions in Sichuan and other provincial regions, and made consistent progress in further increasing the proportion of research and laboratory spending in local GDP.

At 20th Western China Overseas High-tech and High Talents Conference, Bazhong announced that it will grant future talents with best treatment, maximum support and high-quality services to resolves all their concerns and difficulties after their arrival.
