In recent years, Bazhong has firmly regarded talents as the primary driving force for revitalization and development. Over the past three years, the city has attracted a total of 1,824 high-level and urgently needed professionals, with an average annual growth rate of over 20%.

Bazhong has upgraded and implemented the "Bashan Elite Talent Cultivation Plan", which comprehensively promotes the "four priorities" policy regarding talent identity transformation, professional title evaluation, the promotion of professional ranks, and the promotion of job positions. More than 900 outstanding talents have been promoted to civil servants, high-level professional titles, high-level ranks, and high positions. Bazhong is also the first city in northeastern Sichuan to receive the "Sichuan Outstanding Talent Award".

More than 1,500 talent apartments have been put into use, and specific issues such as project research and development, employment of family members, and children's enrollment in schools have been addressed. Bazhong has fostered an atmosphere that values and cherishes talents.

The release of the highly anticipated "Version 4.0" talent policy during the opening ceremony has received widespread attention. It has been reported that Bazhong's talent introduction policy has undergone upgrades from Version 1.0 to Version 3.0 since 2007.

The Version 4.0 talent policy will increase the one-time subsidy for full-time high-level professionals with State-owned enterprises and full-time doctoral students to 400,000 yuan ($55,215). The one-time subsidy for full-time high-level professionals with non-State-owned enterprises and full-time doctoral students will also increase to 400,000 yuan, 150,000 yuan for associate-level professionals, and 100,000 yuan for full-time master's students.

In addition, the policy will provide a monthly living allowance of 1,000 yuan for five years to graduates from "985" and "211" universities, as well as graduates from current "Double First-Class" universities and disciplines.

It is worth noting that the new policy also establishes the "Talent Facilitator Award" for the first time, and aims to encourage various sectors of society to recommend teams led by high-level talents to innovate and start businesses in Bazhong. Units or individuals who successfully recommend talents will receive a one-time reward ranging from 100,000 to 500,000 yuan.

"No matter how limited the resources are or how tight the financial situation is, talent work must be given top priority." In addition to financial subsidies, Bazhong also provides talent apartments with a "move-in" service. Individuals who purchase commercial housing in Bazhong are eligible to receive housing vouchers equivalent to 125% of the settlement allowance.

The city has also established "green channels" for healthcare services and children's enrollment for high-level talents, and customized the "Bashan Elite Talent Card" and "Youth Talent Card" to cover 25 preferential services in government affairs, finance, catering, and other areas.

During the opening ceremony, several activities were held, including the awarding of provincial and municipal academicians (experts) workstations, and city talent workstations, the unveiling of the academicians' health care center, strategic cooperation signing ceremonies, and speeches by high-level talents.

The first Bazhong Talent Week will continue until November 19th, during which various activities will be held, including a symposium for outstanding talents from Bazhong living outside the city, the "Sharing Opportunities, Creating the Future" enterprise talent salon, the fourth "Bashan Cup" entrepreneurship competition, and a mobile clinic by renowned doctors.
